I know have the best record of having the most skills in one character.

Please do not lower your rate because it contains too many skills. That was all part of the fun. =)

Wow

9/10 Balanced imo.
May i suggest a revamp on "Reanimation Jutsu"?
Make the jutsu heal the target ally for 15 each turn and deal 10 dmg to chiyo each turn permanently until Chiyo dies, the target ally can not die while the skill is active. Or something to that affect.

Actually, ComedyKid made the original Puppet Chiyo, and his has 14 skills. Here it is.

Anyways, I like her Puppetry skills. I just think that the trigger, White Secret Technique, should be a random as opposed to a bloodline; since all of her Puppetry skills cost their own different chakra, I do not think the preparation skill needs to.

I do not really understand why you made Reanimation Jutsu the way it is; I find it overpowered that they can heal 50 health instantly, but she loses only 40 health over a period of 5 rounds. They just do not seem equal. . .

EDIT: It was actually supposed to be 10 affliction damage for five turns... but I thought.... that would kill her too easily before she can even use her skills...

I don't know.. though..... Ill think about it..

9/10 Reanimation is uh a bit too much because Have a random healer like shizune for example She'll just heal chio right back up and it pretty much save 2 chars yes the cooldown is 7 thats cool and all but i think she should take like 2 turns of 20 affliction maybe but over all nice work o-o
