"Weapon Combat" and "Briefing" aren't very unique to the character, and make me question the point of even making the character. You also say "...is a skilled shinobi who helped his village many times" quite a bit.

I said that they aren't unique to the character dude, you need to read it fully. That is like replacing Naruto's combo attack (Forgot name) with weapon combat and his shadow clones with briefing, the point is - they are not unique to the character in any way and can be replaced with skills that are actually corresponding with the character.

Seeing as it'll be a bit of a lag to pull it off, even if it's just random chakra.
